1. Fine for wrong parking
The West Bengal Transport Department lists improper and obstructive parking as an offence under Sections 122 and 177 of the Motor Vehicles Act. Section 177 is the general penalty section.
The state's compounding notification No. 208-WT/3M-128/97 (Pt. IIID) of 24 January 2022 (issued under the Motor Vehicles (Amendment) Act, 2019) lets officers — in Kolkata, police officers not below the rank of Sub-Inspector or Sergeant — settle offences under Section 177 for which no specific penalty is provided at:
| Offence under Section 177 | Amount (2022 notification) |
|---|---|
| First offence | ₹500 |
| Second and later offences | ₹1,500 |
The notification does not name parking separately; published guides give the same ₹500 / ₹1,500 for wrong parking in Kolkata. Your challan shows the section and amount actually charged.
2. Towing, clamping and impounding
A vehicle left in a no-parking area or where it blocks traffic can be towed or wheel-clamped by the Kolkata Police, and the Transport Department notes that a vehicle may also be impounded depending on how serious the violation is. We did not find an official current list of towing charges for Kolkata, so we do not quote one here.
3. Getting a towed or impounded vehicle back
- Call the traffic guard or police station for the area where you parked and ask where the vehicle has been taken.
- Pay the fine through official channels and keep the receipt. As the Transport Department explains, after the fine is paid you are given a vehicle release order.
- Take the release order to the custodian of the vehicle and pay the custodial fees, where charged, to get it released.
- Carry your registration certificate (RC), driving licence and an ID, and check for other pending challans on the Parivahan e-challan portal.
4. Parking in apartments and housing societies
Inside an apartment complex, parking is governed by your sale deed (whether a slot is allotted or covered parking is mentioned) and by the bye-laws of your housing society or owners' association. Before you let your slot to an outsider, or rent one in a complex where you do not live, check what the society allows — many need the visitor's vehicle to be registered with security.
